This is a follow-up to #1871 regarding system state handling.

This issue focuses on historical transaction information in dnf4. We may consider introducing an explicit migrate command to handle both system state and transaction migration to dnf5.

We might opt to migrate only transactions that occurred before dnf5 was installed, if migrating later transactions results in an undefined state.
