There's the RHEL 10 Beta now: https://downloads.redhat.com/redhat/rhel/rhel-10-beta/

We can have rhel-10-x86_64 (documented to be built against Beta release). Opinions?

RHEL 10 Beta is not being updated. So if these repositories are broken, there is way to fix them. For now, tracking CentOS 10 Stream is probably the better option. If it's about verifying package set compatibility (so that the RHEL/CentOS difference matter), I still think that CentOS 10 Stream is closer to RHEL 10.0 in many was than RHEL 10 Beta is.
