The Hawaii page has missing data, showing no positive tests since October. This was fixed at covid-model in December, but it appears an old version is still being used to generate the model output data that are pulled both by the live website and by this repo.
For example, running the notebook at covid-model with region="HI" gives reasonable looking results (attached), as compared to the current live version which shows no recent positive tests, widening confidence bounds on Rt, and implied infections mostly flat but with exponential growth at the end. Compare with the data source at The COVID Tracking Project's Hawaii site.
