On the README.md file, it says git clone git://github.com/rubycas/rubycas-server.git. Does the master always stable? I checked the gemspec, it says 1.1.3.pre. I checked the tagged version, there is only 1.1.1. Where is 1.1.2 tagged?

There wasn't a 1.1.2 version tagged. Currently @mitfik and I are completely reimplementing the core logic that will then be plugged in to this repository as v2.0
Depends what are you planing to do. If you want to fix some bugs or extend a bit existing functionality you should use master. If you plan to contribute to the project in longer period of time you should take a look on v2.0 which is rubycas-server-core.
