Monitoring has hard-coded values. #294

Monitoring currently only works for Gearshift due to various hard-coded values. The hard-coded values should be replaced with variables and the variables should be defined in either
group_vars/*/vars.yml
or
group_vars/*/secrets.yml
depending on whether they must be encrypted or not.

Disabled monitoring roles as the code is currently not functional. #788
