You don't need to specify a when using the 'all nodes' command.

Instead you need a placeholder for setting all nodes to gpu nodes or cpu nodes, e.g.:
runai-adm set node-role [--gpu-worker | --cpu-worker] --all

Also this sets the role on the nodes labeled as control plane too.
