[Feat]: Migrate Marker's lint crate template CI to precompiled binaries

Summary

Basically, what the title says. rust-marker/lint-crate-template should be able to use the new installation script added in #239. Using it in that repo will be a good reference for users and also test the script regularly.

This issue is blocked until shortly before the release :)
