scaladoc for 2.7.0 should also be available as a binary for 2.13 #201

On the http://scalatra.org/guides/ page, there's a link for scaladoc for 2.7.
Currently, it's set to:
http://javadoc.io/doc/org.scalatra/scalatra-unidoc_2.12/2.7.0
but I think it should be set to scalatra-unidoc_2.13
