Add more explicit error about attempted locality when resources are missing #2403

At the moment we have no information about the attempted locality tried when using scw.ResourceNotFoundError. It would be helpful when a resource is missing from a given locality to say which locality as attempted.
This would be helpful in case the zone used by the SDK is misconfigured by mistake
