In run list, add the ability to open runs in a new tab

Sometimes it's desirable to search for runs that use some common quality, and then perform some action for all of them (ex: search for all runs which are still running, cancel all ones older than X days). This is painful to do right now, because you can't open the run in a new tab (it always opens in the current one). Then when you go back, you have to recreate the filter from scratch. Two ways to make this less painful would be to:

(a) allow opening runs in a new tab from the search list
(b) preserve filter state so that using the back button takes you to the same filter you had before.
