Closes #181.

This PR creates a new reusable table component to be shared between Patients and Members. The styling of this shared component is based on the styling from the Patients table since that matched the designs more closely.

A separate PR needs to made to allow for querying users the way that querying patients works and for making the header of Users to be responsive on smaller screens
