Upgrade simde for obs-studio #1264

Hi, @mr-c , obs-studio is using SIMDe for acceleration, the version it uses is 0.7.1. Could you help to upgrade simde to support loongarch? I am not sure whether it is enough to replace sse.h and ss2.h there. Any good suggestion?

obsproject/obs-studio#5067 may be of interest , also the libobs/util/simde/*.h files should also be updated
