How is step path discovered? What should it return?

I've (hopefully) followed https://smallstep.com/docs/step-ca/certificate-authority-server-production/#running-step-ca-as-a-daemon and moved my config to /etc/step-ca

Shouldn't step path now also return /etc/step-ca or /etc/step-ca/.step/?

How does this command work? What's the "correct" value? What's the impact if it's "wrong"?

sudo -H -u step step path returns /etc/step-ca/.step but this path doesn't actually exist.
