Feature: Mod Lists

Users should be able to group mods into lists.

Requirements:

• Lists should include a title and markdown description
• Lists should optionally target a specific SPT version
• List detail pages should always pull mods with the target SPT version, or the latest mod version if a target is not set
• Lists should have a visibility option with public, hidden, or private options
  • Public lists are searchable, listed on the user's profile, and available in the API
  • Hidden lists are only available to people who have the link (or the hash to directly fetch it in the API).
  • Private lists are visible only to the author (even over the API)
• Every user has a default, immutable favourites list
• Mod detail page has functionality to add to favourites, or to another user-created list
