Discrepancy between some L2 and L3 metadata

Issue RAD-155 was created on JIRA by Nadia Dencheva:

More specifically the metadata directly under Level2.meta has been moved to Level3.meta.basic. Practically this means users will see these attributes under different location in the file depending on the level of the product.

To be consistent with Level 2 we should move back the attributes in the "basic" tag to Level3. meta by including the "basic" tag as a $ref. This seems also to be consistent with the INS proposal for the metadata.

The location of the remaining attributes in Level3.meta.basic is TBD (perhaps meta.basic is fine.
