Uploading live database with public=true

As far as I can tell this option isn't working correctly for live databases: the uploaded database is always private.

@bjhardcastle Thanks for the bug report, and sorry for the delay. We somehow missed seeing several bug reports on this repo. 🤦

I'll take a look at this in the next few days, figure out what's going wrong / fix it.
