Bug(instant navigation ): Page doesn't scroll to anchor link

There is an issue with the instant navigation as the url on the browser get's updated to the anchor link but it doesn't scroll.

It seems the issue actually happened after a related fix: #7183 (released on version: 9.5.23)

It seems the issue happens for mkdocsstring generated content

Steps to Reproduce:

• Go to preview url: https://dependabot-pip-mkdocs-materi.datachain-documentation.pages.dev (Version : 9.5.49 )
• On the left side, Click API Reference and then Datachain (any item with long toc)
• If you scroll the TOC on right side to and click any item, it doesn't scroll

We also absolutely need a minimal reproduction without mkdocstrings, since this is not an extension we officially support, so it must be ruled out that the issue is caused by mkdocstrings.
