In order for teams to submit their code for the virtual competition, we need to setup the code submitter. This will be a web application that allows teams to submit their code and will be hosted on the SR's infrastructure.

However, I doubt the code submitter will be happy if we upload video files to it. That might be one to leave them hosted in Drive with unguessable urls.

The code submitter is now up & running, though only using the existing state of the code -- no new functionality.

Do we have any more detail on what's meant by "Advertise the code submitter to the teams"? They don't need to know about it until much closer to the virtual competition and if we do advertise it now they're likely to forget. Even if we could rely on them not forgetting I think we'd still want to include it in the comms around that time anyway, since they'd be far more front-of-mind for folks.

Unless we can articulate why that is worth doing at the same time as the setup I'm going to drop that from this task (and will put up a PR against the recurring tasks repo to similarly decouple them).

Decided in this evening's meeting that we're not going to rely on the code-submitter for log sharing this year.
That means this is now done :)
