I can not reproduce this; are you sure you had this exact setup?
On another note, networked E gates would produce this message. I think that could indeed be unclear, could we for say introduce a new localized message for that?
What about this:
The flag(s) %flags% was removed, as it was incompatible with another behavior %behavior%
Where the behavior can be
random
networked
fixed
legacy bungee
generate
Or if neither of those are present, so to say a non module behavior, use the flag of the behavior
