Key words need to be consistent #214

Key words need to be consistent. Right now there are multiple keywords that just have an upper case or lower case different; or are slightly different.

Also, I noticed that the 'Africa_Americas_LSIB9a' keyword still exists even though the layer got deleted.

How can we fix this @kalxas @sophialinn?

About keywords, there was a custom filter in 2.6, but this is not working in 2.10

About the second issue, keywords are not deleted in GeoNode once a layer gets removed.

All of the keywords should never be visible to the user. This was fixed by removing the filter. The previous version (2.6) showed only the 'most used' keywords, but even that is not really necessary. Just typing in the search box will find any text.
