I don't know if this is something that should/could be managed here, but for example the current stack includes this significant bug csstools/postcss-nesting#13

Would be happy to - wasn't aware of that issue or seeing it in my projects, for some reason. Want to submit a PR to pin it to the latest working version until it's resolved?

I think first I need to make sure that this is not in fact part of static-dev/spike#88 which is also effecting ordering.
