We need to link each custom DDQ module to a country.
Teams will belongTo a country once Make country choice more prominent for teams #127 is complete.
If a team belongs to a country, and there is a DDQ module for that country, we should suggest it by default when the user gets to that part. (Unless they already chose an option - a user-chosen module should always override the 'suggested default').
