Goal

Goal is to spin up a content-claims UCAN based protocol so our internal systems can publish signed claims about UnixFS files about which CARs underlying blocks are in and where are they located. Details of the actual UCAN capabilities are drafted in content-claims spec

Task

We will gain assert/location, assert/inclusion and assert/partition capability handlers on storacha/w3up#743 completion. However they will only verify a UCAN chain and respond with {}.

Task here would be to create a ucan-log consumer which will index claims into dynamo so they could be queried by the subject claim subject (That is either Content or a CAR CID and a assertion type and an op field).
