Description and context

Currently, each workflow contract has its own upgrade script, requiring upgrades to be performed one by one. This makes the process inefficient when multiple contracts need to be upgraded simultaneously.

To improve this, we should introduce a mechanism that allows multiple upgrades to be executed in a single transaction, enabling batch upgrades for ease of execution.
