Add ForceNativeBankFlowTestRule for bank auth flow

Summary

This pull request adds a ForceNativeBankFlowTestRule to make sure that end-to-end tests always use the native flow, regardless of app attestation status.

It's probably worth doing a CI run with ShampooRule(10 or so) to ensure this doesn't cause issues after it was green on the first try
