Room assignments are not validated on meeting edits

Due to a current critical bug involving the overbooking of clubs, you cannot update the date, time, or room a meeting takes place in. Any changes you make here to those values will not actually save. If you must modify these values, please remove and create a new meeting.

This bug has been present since fall 2022, when room shortages became a major issue, and some people thought it appropriate to work around restrictions through tactical edits.
We should proactively check for and prevent this.
