Default Keybinds conflict with Windows Remote Desktop #6606

Description of the bug

When using Windows Remote Desktop, it unfortunately swallows all input of the form "ctrl+alt+(arrow_key)".

This means that the default keybind to extend the cursor one line up or down does not work when using Windows Remote Desktop.

Personally I changed my keybinds to use "ctrl+(up/down)" for this command since I use it more than the default command for "ctrl+(up/down)". But I wanted to bring this to the developer's attention.

Steps to reproduce

  1. Connect to a computer via Windows Remote Desktop
  2. In Sublime Text on the Remote computer, attempt to use any keybinding involving ctrl+alt+arrow_key. Observe that the key combination is not sent to the remote computer.

Expected behavior

Default keybinds work with Windows Remote Desktop

Actual behavior

Some default keybinds will not be sent over Windows Remote Desktop

Sublime Text build number

4192

Operating system & version

Windows 11

(Linux) Desktop environment and/or window manager

No response

Additional information

I tested by connecting from a Windows 10 machine, and have observed this connecting to Windows 10 or 11 machines.
