Github Actions release pipeline

After 1.3.3 I basically shut down the azure pipeline for surge and we are actions only

But the release side of the release-or-nightly action is untested

so test that one day and fix the bugs :)

Once this is sorted, update both the home-brew documentation and the release checklist template, and then open a 1.4.0 release checklist.

Include test without an xt docs dir in that new checklist

no its not done until we release 1.4 from GHA. If we did a 1.3.5 it would still be on azure
