Reduce conq_signs file size #75

The image should contain:

signs in different orientations
spot letters (eventually in different orientations, two at most. but I think this could be workaround in the editor, too)

Then it can be mapped by using two tile layers, one for the signs and one for the letters.

This should greatly reduce the file size (~135 KB is WAY to big).
(I assume about 75 % could be saved)
