Adapt and update trigger and functions to be in sync with tww and set new txx standard

With the pull requests 381 tww added some advanced logic for triggers

• set_defaults_and_triggers.py

and functions:

• meta_functions.sql
• modification_functions.sql
• oid_functions.sql
• organisation_functions.sql
• symbology_functions.sql

I suggest to adapt the tdh schema to stay in synchronization from these developments on tww and before I add the additional class Schutzrohr (Tube de protection), as else I would have to adapt it again afterward.

Seems ok - can be closed when pull requests are integrated
