TEP-0114: Custom Tasks Beta - Optional Work

In TEP-0114: Custom Tasks Beta, we proposed migrating Custom Tasks and Runs to beta. This is an overarching issue to track the nice-to-have work to promote Custom Tasks to beta. Required work is tracked in #4313.

The work scoped here are nice-to-have ahead of the promotion - they are not blockers.
