Split output into multiple comments when the github message limit is exceeded

Describe the feature

When running plans against 30+ directories the output is always too large for the comment and the details of the executions cannot be seen. For errors it's difficult to ascertain what has happened without going to the logs of the action

For visibility and debugging purposes
