Pre-seeding the test database /before/ the suite is triggered

I read through the documentation to see if this exists - my apologies if I missed it.

I personally really enjoy fast test feedback - but having to wait for the test data to import can reduce some of that instantaneous back/forth between test and code.

Is it possible to pre-seed the test database with the test_data data - before the suite is even called - so that there wouldn't be the cost of the whole suite import for individual test running?
