Add Who's on First tiles endpoint

While we include some data from Who's On First now in the general vector tiles endpoint, there's a lot more of it that is interesting for thematic mapping (specifically polygons versus exterior boundary lines).

This issue is a general grouping issue to enable a new whosonfirst endpoint on tile.mapzen.com.
