Service Center Version non-instructor course lookup

This is a feature request, perhaps for the re-write. When looking up courses that don't have teachers the section info must also be included. For example, biol 101 002 will return a result but biol 101 will not.

We should think this through and discuss a way to make it easier for the service center to cross list sections that don't have teachers. The current method requires that they type in each course/section one at a time.
