Can't close a challenge in OR - Registration must be followed by submission or checkpoint submission #88

Sometimes if I create a payment (by payment.topcoder.com), the submission phase ends before the submission start date

Then I won't be able to close the challenge manually. If I try to close the challenge manually, I'll get the following error.

This issue is not always happening, but once it happened, it's very frustrating.

Please kindly fix this issue, like to force the submission phase ends after the submission start date.
