[TF24 allometry] Break fixed relationship between leaf area and height #407

As plants begin to struggle, we want them to first become a bit straggly. This will enable them to survive longer, in case conditions recover.

There's two main ways to approach this

  1. Add an ODE for leaf area, thereby enabling leaf area to vary decoupled from height
  2. Alter the scaling relationship between leaf area and height
