Some of the Makefile commands are checking for:

The submitted information didn't contain changes. Submit different information to create a change set.

But what I'm getting on empty changesets is:

No updates are to be performed.

This causes the pipeline to fail on empty changesets because the graceful-failure if-statement does not execute properly.
