Org team approver

Hi team,
i am trying to implement this on org level, have followed the instructions as given on readme but getting docker unauthorised error when am using this action, the action is private. When we are commenting this action we able to pull the docker image.

Have tried passing ghcr credentials also tried with giving admin access to the github app for generating token.
