Move signing up for GitHub Student Developer Pack from Mod 2 intermission work to Mod 3 intermission work
Remove deployment requirements in the Mod 2 projects
Add bullet to Mod 2 project rubrics emphasizing need for excellent README

Context:

GitHub Student Developer Pack lasts for 6 months so we want to delay their sign up for this until we actually need it so they can use the Heroku credits and free courses as long after graduation and during the job hunt as possible.
