Changes
Right now, the set retention period part is at the top, but it cannot be used without assigning datasets to repositories. This is not made clear to users, which could lead to confusion. Furthermore, the step that is first, would need to be touched last. This does not really make sense, from a usability perspective.

Therefore i would suggest to either move this to the bottom, or to integrate it into the chosen repositoy cards.

I would prefer the second option. Here you also need to make sure that the user knows why he/she cant fill out the retention period field.

Small additonal changes:
Here it might not be immediately clear that these are recommended repos, maybe add a headline here to make this clear

This textfield should have the outline style
