signaling_connection_timed_out

We had an unfortunate set of experiences with a video connection and we are a little unsure and confused.
They got several signaling_connection_timed_out
Although they are using a wired connection, the chrome window is in focus and nothing else is using / throttling the data.
These are the SIDs they connected with (as they were disconnected 3 times)

This is using Windows 10 with Edge and they are basedin Chile using the Brazil edge location.
Their connection is wired as I mentioned.
