cannot create shortcut without interface

The FAQ says in place of PWAs i can create shortcuts with no interface

i dont see an option anywhere for this

Steps to reproduce the bug

1. Go on any site
2. menu > add to home screen
3. add to home screen
4. click on new shortcut
5. opens site in browser normally

Expected behavior

option somewhere to disable interface for shortcut
