Move away from gulp and bower as they're becoming difficult to use

Gulp and bower are front end build tools. While they are not yet end-of-life, they have been in maintenance-only mode for years, with their own developers recommending moving to other tools. They are becoming increasingly difficult to use as dependencies have fallen behind or dropped off over time. This is probably required for #1017 anyways.
