Feature request: Read-Only Access Feature for "OTP Tokens" Page

We would like to request a feature that allows administrators to set read-only access permissions for the "OTP Tokens" page for specific users or groups.
Our team primarily uses physical tokens, and we want to prevent users from adding additional tokens via applications.

This feature would greatly enhance security by ensuring that only authorized tokens are used, aligning with our organization's security protocols.
