Workflows failing with Ubuntu 24.04 #184

Now that ubuntu-latest is 24.04, a number of workflows are failing. As an interim measure, I will revert these to run on Ubuntu 22.04. This issue is a reminder to fix them.

They are:

  • python-tests.yml
  • integration-tests.yml
  • gate.yml

The first two fail when installing wkhtmltopdf. The GATE workflow fails when checking NLP with GATE 8.6.1 but succeeds with 9.0.1.
