Improving constant name

As suggested by @thiagomanel in this discussion, there are different names for the same thing, these are dispatcher_access_port in the saps-dashboard repository and submission_rest_server_port in that repository. It is clearer to use dispatcher_access_port, so change the submission_rest_server_port constant to adhere to this.
