Storage Engine payments + price per kb
- Make storage engine an object with host? Would the datastore look up the hosting dynamicall?
- Needs a payment address and a price
- Packager needs to add it to the price breakdown
- Stats needs to know average bytes/microgons at each tier. That should be upfront amount
