I'm not sure if all of these are worth getting -- for example, with the USC I've been reluctant to tackle levels of the hierarchy, like subtitle, that are infrequently cited and seem to exist primarily for human reference help. But clearly some would be helpful.

Probably true, though from a regex standpoint I'm not sure how much different capturing (a)(4) will be from capturing (a)(4)(A)(v) when both will be bounded by "Section" on the left and "of" on the right - depends on the methodology, I guess. Putting it into a labeled structure will probably be more persnickity.
