[RFE] module compatibility checks

• Each module would define its script, named for example compatible, which would check whether the module is compatible with the current system setup.
• This check could deprecate requires in module INI files - it could be part of this compatibility check.
• This would also provide a way for more complex checks which are currently wrongly done by Preupgrade Assistant instead of modules, for example checking whether module set data support migrations from one arch to another.
• In case any of the modules returns that it's not compatible, Preupgrade Assistant would stop its execution with proper message.
